Artificial intelligence may be the most consequential technology of our lifetimes. It has the potential to drive enormous economic growth, accelerate scientific discovery, and improve lives in countless ways. But it also poses real and growing risks to jobs, families, national security, and our democracy.
We need leaders in Congress who can ask tough questions of the people building this technology, close dangerous loopholes, and make sure that AI strengthens our democracy and our middle class rather than undermining both.
Protect Kids and Families. We should start by protecting minors from AI exploitation. I support requiring age verification and parental consent for AI tools that pose serious risks to minors, mandating that chatbots screen for self-harm indicators and refer users to mental health resources, and imposing criminal penalties for AI-generated child sexual abuse material. We also need a national data privacy law that gives all Americans control over their personal data.
Safety and Accountability. I support requiring independent safety evaluations for the frontier AI models before they are released, mandatory reporting of cybersecurity incidents involving AI systems, and real accountability when AI systems cause demonstrable harm. Companies developing advanced AI should be required to inform regulators about what they are building before they build it — not after something goes wrong. And employees who blow the whistle on dangerous activity by AI companies should be legally protected from retaliation, because the people closest to these systems are often the first to see the risks.
Protect Workers and Share the Gains. We need to make sure that it’s not just billionaires who reap the benefits from AIs, and that workers whose livelihood is impacted by the spread of AI are supported and compensated. I support establishing an AI Horizon Fund, financed by mandatory contributions from the leading AI companies, to invest in worker retraining through union apprenticeships and community colleges, provide an expanded safety net including more generous unemployment insurance for workers displaced by AI, and ensure that everyday Americans share directly in AI-driven productivity gains through an AI windfall. I also support creating a publicly available free AI service. We should also require companies to report AI-related workforce changes, prohibit AI from being the sole decision-maker in hiring and firing, and create tax incentives for businesses that invest in upskilling their workers rather than replacing them. If AI transforms the economy, it should strengthen the country — not just the balance sheets of a few companies.
Keep America Ahead — Safely. We can win the global AI competition and protect our people at the same time. I support maintaining strong export controls on advanced chips to prevent adversaries like China from closing the gap, investing in AI research at our universities and national labs, and working with allies to establish international safety standards. The federal government should also preserve the authority of states to regulate AI. States like Massachusetts are leading on these issues, and Big Tech’s push to have Congress block state laws without passing strong national standards is a threat to federalism that we should reject.
